Listen, your Flash is fantastic.
However, it's not wise to put ordinary soldiers in MJOLNIR armor.
Although we won the war, the UNSC would not be able to afford to make that many MJOLNIR suits until the far future.
One more thing, ANYONE who earned a MJOLNIR suit would not have any suspicion of the UNSC.
